I have to ask if Taiwan created their own luck? It seems so with the infrastructure changes made and the risk assessed preparedness of many of their businesses.
They most definitely did, Mark. Strict building codes, subsidies for building testing, public education campaigns... it's only a fraction of what they'd accomplished, yet it's still s a lot of checked boxes.
